'HOW TO GET A SECOND PASSPORT'

Migration and Visa Department have passed us a copy of your letter dated 26 April regarding the apparent promotion of the above publication in the UAE.

2. We and the Home Office have received copies of this fairly bulky publication, which is published in Hong Kong and aimed at wealthier citizens who might wish to acquire an alternative nationality before the restoration of the Territory to China on 1 July 1997. For your information the mystery country is Portugal, which apparently does not stipulate residence as a condition of or qualification for citizenship; that country's impending entry into the EC is the basis for the assertion that its citizens may live and work in 12 other countries. The reference to acquiring a British passport related to naturalisation and the comparative ease with which those willing to invest their money in British industry may gain entry.

3. I am coping this to the Immigration Department in Hong Kong, who may be interested to note that Mark Tier is hawking his publication in the Middle East.
