DENG XIAOPING: TIME MAGAZINE'S MAN OF THE YEAR

1. Mr Renton read Sir Richard Evans' despatch on Deng Xiaoping over the Easter weekend. He found it most interesting and informative.

2. He is concerned at the degree to which the loss of reserves and foreign exchange deficits may lead to a build up of pressure against "the open door" policy. was also concerned by paragraph 8 in which Sir Richard Evans describes Deng's definition of the "Chinese people". He would be grateful for the Department's assessment of whether this view bodes ill for the non-ethnic Chinese.
