Thank you for your letter of 14 April enclosing further correspondence from the Council of Hong Kong Indian Associations. I apologise for the delay in replying to your earlier letter (which I believe was dated 4 March) So far as we can establish the copies of that letter destined for the action departments both here and in the Home Office seem to have gone astray and cannot be traced.

As you know, we will shortly be in a position to announce the decisions that have been made on the final form of the Hong Kong Nationality Order in Council. It is planned that the Home Secretary will make the announcement on 23 April. The draft Order will be tabled shortly afterwards. The Home Office, who take the lead on the substance of this issue, intend to recommend that, once the announcement has been made, the Home Secretary should write in detail to the Council of Hong Kong Indian Associations explaining the decisions that have been taken. In these circumstances, it seems best to delay for a few days, and for the Prime Minister then to send the Council a short reply, which the Home Office will provide, referring to Mr Hurd's letter.
