24th January 1986 in which the Chairman of that Association invited confirmation that the so-called "knock-on effect" was an illusion: satisfaction of the demands of the non-Chinese BDTCs will not lead to like demands from the Chinese BDTCS. It now appears, accordingly, that HMG do not rely upon the "knock-on effect". (see letter 17th February para 4)
On two occasions (i) at a luncheon on 1st March, and (ii) at a cocktail party on 20th March, Mr. Xu Jiatun, head of the Xinhua News Agency in Hong Kong, re-emphasised that it was the Chinese view that responsibility for the ethnic minorities lay with HMG. The PRC was to look after its own, the ethnic Chinese: HMG should likewise look after the other British nationals. (see further letter to Mr. Hurd

By letter to Mr. Vivian Bendall MP dated 6th March 1986, Mr. David Waddington, Minister of State at your Department, conceded that non-ethnic Chinese "will not be regarded by the Chinese as their nationals". There is still no evidence that HMG have procured any commitments from the PRC to exercise any discretion as to the grant of nationality in favour of the non-ethnic Chinese. We believe that, given the political will, HMG can find the legal means to satisfy our just claims. We therefore solicit your help as this will be the last opportunity to have our case heard before Parliament.
