ISSUE OF PASSPORTS TO BN (0)S IN HONG KONG
1. In my letter of 7 October 1985 I told you that
Sir Geoffrey Howe had agreed to authorise the Governor of
Hong Kong to act as his agent in the issue of passports to BN(0)s in Hong Kong between 1 July 1987 and 30 June 1997.

You will be pleased to know that Sir Geoffrey has now agreed that consular fees collected for these passports should be retained in full by the Government of Hong Kong and that the latter should bear all the staffing and administrative charges connected with the issue of the passports, including the cost of the blanks. There will thus be no resource demands on London, We had of course obtained prior Treasury agreement to such an arrangement.
3.
My department are consulting with the Passport Department as to the most suitable arrangements for the supply of blank passports to Hong Kong.
