Dear Mrs. Thatcher,
We wish to refer to the letter we wrote to you last month when we informed you that HMG would be laying the final version of the Hong Kong (British Nationality) Order 1986 before Parliament before Easter.
We now understand that there has been a delay and that the Order will be laid after Easter; however no date has yet been fixed. If the extra time taken can be interpreted to mean that HMG is giving favourable consideration to our request and the concerns expressed by many members of both Houses, our objective will be achieved. However, if the delay is due to normal pressure of work, it is quite possible that the Order will be left unchanged from its original draft, which will naturally be to our great disadvantage.
We would like to refer to developments that have taken place since our last letter to you and these points underscore the validity of the arguments we made in our letter to Mr. Douglas Hurd on 17th February.
(1) By letter to the Hong Kong Civic Association dated 12th February 1986, Timothy Renton MP, Minister of State at the FCO, expressly acknowledged that "a mass migration of BDTCs from Hong Kong to the UK is not likely". This was in response to a letter dated
