We have put EXCO's two proposals reported in your TUR to
the Home Office. The Home Office is opposed to both.

On EXCO's first proposal (that HMG should be asked not to
provide entry certificates for visitors holding BN (0) passports),
the Home Office have explained that to withdraw this facility
would require an amendment of the immigration rules and possibly
the Immigration Act. Such a step would almost certainly be seen
Loopilly here and elsewhere in the world, althou
hough not
We accept in Hong
Kong, as withdrawing a right from BN (0)s enjoyed by BDTCs. It
would make our task of obtaining acceptance of BN (0) passports by
third countries harder. Furthermore it would in fact be
disadvantageous to BN (0)s travelling to the UK. As we have
explained before, optional entry clearance is a facility to make
it quicker and easier for the holder of an entry certificate to
clear immigration control in the United Kingdom. The certificate
indicates to the immigration officers that the holder has already
been interviewed and reduces the need to ask detailed questions
which are more easily answered in Hong Kong at leisure, rather
