the attached letter and enclosure, New Delhi have asked for authority to issue a general background note to the Press covering BN (O) and the ethnic minorities. draft they have produced is unsatisfactory in several respects but I have not bothered to amend it because I do not think it should be issued at all while the Order

in Council is still under consideration (especially if, as we now know, there is a faint possibility of movement on the ethnic minorities). Further, any thing which attempts to explain BN (O) should not be issued before Our diplomatic campaign has got underway and we certainly do not want start this campaign in the Delhi newspapers! For the moment I think the post should stick to the line we have sent them. Do you agree?
