to me that no-one accepted David Waddington's view of a possible 'knock-on' effect.

I hope you will feel able to press your Ministers to take effective steps to provide full citizenship for them.

Regarding the third group, the few remaining British nationals who fought with us, it would be shameful if they were to be dispossessed.

I know of your high regard for ex-service personnel, and I hope you will step in on behalf of this small and uniquely deserving group.

In the debate on the Sino-British Joint Declaration on Hong Kong, I shared the warm welcome for the agreement. The recent arrangement for passport endorsement and Hong Kong's autonomous membership of GATT shows that China is taking constructive steps to solve problems. If you were able to act on the three problems I have outlined, I believe that would show that Britain is playing its part and it would be welcomed, not only in Hong Kong, but also in China as well.
