PROBLEM
1.
How should the fees collected for the issue of
passports to British Nationals (Overseas) (BN(0)s) in
Hong Kong between 1 July 1987 and 30 June 1997 be
allocated and who should bear the administrative cost of
issuing the passports?
RECOMMENDATION
2.
I recommend that the consular fees collected for
passports issued to BN (O)s in Hong Kong by the Governor
(acting as agent for the Secretary of State) should be
retained in full by the Government of Hong Kong and that
the latter should bear all the staffing and administrative
charges connected with the issue of the passports,
including the cost of the blank passports. The Treasury
have agreed to this arrangement, (in relation to consular
Lees) which would be as close as possible to the present (issued in Hong Kong Yo British Dependent Terirmies citizens CBDTCs) arrangements as regards the fees for BDTC passports
Hong Kong Department, Finance Department, Consular
Department and Legal Advisers agree.
