passports to British Nationals (Overseas) (BN(O)s) in

Hong Kong between 1 July 1987 and 30 June 1997 be

passports issued to BN(0)s in Hong Kong by the Governor

(acting as agent for the Secretary of State) should be

retained in full by the Government of Hong Kong and that

the latter should bear all the staffing and administrative
