Following the

Secretary of

State's

endorsement of

344 Mr Westmacott's minute of 11 March, I urged on Home Office

officials Our view that the Secretary of State and Home

Secretary should jointly recommend to OD (K) that HMG agree to endorse BN (O) passports with the formula:

"In

accordance

wi th

the

United Kingdom

of this passport

immigration rules, the holder

does not require a visa or entry certificate to

visit the United Kingdom",

using the arguments in Mr Westmacott's minute. Home Office officials at working level were sympathetic, and agreed to

submit in this sense. But I heard by telephone from them

today that the Home Secretary has written to the Secretary

of State saying he thinks HMG should include the word

"current" in the endorsement ("in accordance with the

current UK immigration rules...

"), and enclosing a

draft of a letter to OD (K).
