Council and the Government has undertaken to give these further
careful consideration before deciding on the final form of the
order which we shall lay before the house.
It is, as you know, the Government's clear policy that, at a
time of high unemployment and economic recession, primary
immigration to this country should be severely restricted and
I appreciate Mr Pettit's concern on this point. I can assure
him that the Government remains committed to a
firm but fair immigration control.
