that we started planning Our campaign of explanation of BN(O) status to third counties. Ministers have said that this campaign will take place
place between the time the Order is in place and the time the passport i s introduced in
1987.

We last gave thought to this subject in early 1985 (papers attached). This culminated in a letter to John Boyd, to which we have never received a reply,despite a number of reminders.
