I recommend that the Prime Minister and the

Secretary of State reply to the letters on the lines of

the attached drafts. A draft letter to No 10 Downing

Street is also attached.

Background

3.

Miss Dunn wrote to all MPs on 3 January expressing

her Members' support for three specific proposals in

connection with the draft Hong Kong Nationality Order in Council. these proposals were:

(a)

(c)

an endorsement in British National (Overseas)

to the effect that no vi sa ог

certificate is required for visits to the UK;

passports

entry

registration as British Citizens for ex-World War

II Veterans in Hong Kong; and

registration as British Citizens for ethnic minority BDTCs in Hong Kong.
