Dear Mr. Adley,

I noted with great interest the speech which

you made during the recent debate in the House

of Commons. May I express my profound admiration the moral and political courage manifested

in your utterance of a true stand for Sino-

British friendly relationship and a better

destiny of Hong Kong.

As one looks back at the work of implementation

of the Sino-Brotish Joint Declaration, it is

abundantly clear that both the P.R.C. and the

U.K. Governments had shown willingness to co-

operate in maintaining prosperity and stability

of Hong Kong in such an atmosphere of mutual

understanding and accommodation as prevailed

during the negotiation period in 1983-84. This
