On reflection we agree that there is no chance that the

general Hong Kong SAR Government would agree to provide a guarantee of

reimbursement for repatriation of BN(O) s We also agree that if

Tried to we insisted on such a guarantee it could sabotage our campaign

for the acceptability of BN(O)/passports in third countries.

We will therefore submit to Ministers proposing that repatriation costs should in the last resort rightly fall on HMG

and be charged to the FCO/repatriation budget. We will let you know Ministers' decisions in due course.
