REPATRIATION OF BN(O) S
On reflection we agree that there is no chance that the Hong Kong SAR Government would agree to provide a general guarantee of reimbursement for repatriation of BN(O)s. We also
agree that if we tried to insist on such a guarantee it could sabotage our campaign for the acceptability of BN (O) passports in
third countries.
2.
We will therefore submit to Ministers proposing that repatriation costs should in the last resort rightly fall on HMG and be charged to the FCO repatriation budget. We will let you
know Ministers decisions in due course.
