We had a word on the telephone earlier today about the nationality arrangements which the Government are proposing to make for members of the Indian community in Hong Kong, and I undertook to send you some further material about this.
This is a complicated matter, which was very fully discussed in the House of Commons debate yesterday on the draft Hong Kong (Nationality) Order. I think the most useful thing I can do is send you the enclosed extract from Hansard: the speeches by David Waddington, the Home Office Minister responsible in this area, set out the Government's approach in detail.
