HONG KONG NATIONALITY ORDER IN COUNCIL
1. Mr Renton saw the working draft of your minute from the Secretary of State to the Home Secretary in his overnight box. He has commented that, while he understands your anxiety to get on with this, he nevertheless feels that it would be more tactful to Mr Waddington if we were to hold on this minute until Mr Renton returns from Hong Kong and can report on the mood there. I am returning your draft from which you will see that he has also made a couple of textual suggestions.
