Millions of bona fide visitors enter the United
Kingdom day in and day out without visa requirements but all of them are expected to comply with ordinary immigration rules. We do not seek exemption from normal immigration rules and certainly
do not expect that an endorsement in the passport would exempt us
from normal immigration formalities. Unofficial Members of the Executive and Legislative Councils are of the unanimous view that this request is reasonable and is entirely within the gift of the British Government. We shall not rest until this reasonable request is met satisfactorily.
We shall continue to press this issue and will do so when the Minister of State for Foreign and Commonwealth Affairs, Mr Renton, arrives in Hong Kong on 23rd January unless the matter has been satisfactorily resolved.
