objectives can be achieved, I hope I have interpreted
Noble Lords views aright in saying that I believe these
principles are widely shared in Your Lordships' House. }
I turn now to some of the principal points made by your Lordships
in the debate. In such a wide-ranging discussion I hope your
Lordships will forgive me if I do not deal with them all in
detail. I can assure your Lordships, however, that I and my
Ministerial colleagues will be considering them all very carefully
as we come to consider again the draft Order in the weeks ahead.
