HONG KONG: ISSUE OF BRITISH NATIONAL OVERSEAS PASSPORTS
1. I attach a copy of the Treasury's initial response to Mr Escritt's letter of 16 December 1985 seeking their agreement to our proposed arrangements for handling the issue of BN (0) Passports in Hong Kong. As you will see, the Treasury are so far unconvinced by our arguments.
2. I think all the points raised by Mr Nelson can be countered but you may consider that, since the Treasury have now had an opportunity to respond to our revised proposals and in view of the final paragraph of Mr Nelson's letter, it would now be reasonable to seek a reaction from the Governor in Hong Kong.
