HONG KONG DEBATE

1.

Following Mr Waddington's meeting with backbench members, I attach further

material for the debate on 16 January which takes account of some of the points

made by members. It covers also additional points made at the meeting with the

Indian Council representatives.

Hong Kong are anxious that no indication of numbers should be given

publicly. They would also wish Ministers to avoid, if possible, going

beyond paragraphs 1 and 2 of the Briefing Note, although they are content

that the rest of the material should be used if Ministers are pressed on

the point.

Paragraphs 18 and 19 have been dropped.
