world-wide procedure is for local immigration

authorities to make an appropriate endorsement in the passports of foreigners who have right of abode or residence in their

territories. After 1997 therefore, British Overseas Citizens who have the right of abode in the Hong Kong SAR under the terms of Section XIV of Annex I to the Joint Declaration should apply to the Chinese authorities for an appropriate endorsement in their

passports, in accordance with this u sual procedure. endorsement will be entered by the SAR Government, it will be able to state directly that the holder has the right of abode in Hong

Kong.
