LETTERS FROM MS LYDIA DUNN AND MR HARILELA TO MPS ON THE HONG KONG
NATIONALITY ORDER IN COUNCIL
1.
Ms Lydia Dunn, on behalf of the Unofficial Members of the
Executive and Legislative Councils, and Mr Hari Harilela, on behalf
of the Council of Hong Kong Indian Associations, have sent
cyclo-styled letters to all MPs prior to next week's debate on the
Hong Kong nationality order in Council. We have been asked for A B draft replies to these letters from No 10 and from the Secretary of
State.

We believe that the se letters are intended to
to influence next
week's parliamentary debate rather than to elicit definitive
replies. It would in any case not be appropriate to anticipate the
government's response in parliament. I recommend that Ministers
therefore send brief acknowledgements, and I submit:
(a) a draft letter from the Secretary of State to Lydia Dunn;
(b)
(c)
a draft letter from the Secretary of State to Mr Harilela; and
draft replies from No 10 to both letters and a covering letter
to Charles Powell.
