Telegram No 18 that
The Governor has asked in his
Ministers should reconsider, before an EXCO meeting on 7
January, the Home Office decision communicated to Hong Kong in
FCO Telno 2047 that an endorsement which the Hong Kong
Government had proposed should be placed in all BN(O) passports
could not be accepted.
Recommendation
2.
I recommend that we should tell the Governor that
Ministers can see no way round the difficulties identified by
the Home Office with the proposed endorsement, but should offer
some other ideas for consideration. I submit a draft telegram.
The Home Office are submitting to their Ministers in the same
sense.

The Hong Kong Government's proposal was made in Hong Kong Telegram No 2790, attached. The Home Office's response is in Mr Fries' letter of 23 December, which formed the basis of
FCO Telegram No 2047. The Home Office's arguments appear
to be well founded. Nevertheless we have to take account of
