30. These are complex issues affecting people's nationality, rights of abode.
and travel arrangements. There is a good deal of detailed work still to be
done. We want to take that forward in a steady and measured way consulting
closely with the people of Hong Kong. That is what we shall be doing in the years ahead. But we need a strong bridge between the principles already agreed
with the Chinese and by Parliament and the detailed administrative and other
nationality arrangements. We believe the draft Order attached to the White
Paper provides that bridge. It is designed to ensure that the arrangements which will be made are fair and consistent as between all BDTCs in Hong Kong:
and are implemented in an imaginative, efficient and ordered way.

We believe therefore that the nationality arrangements we propose are on the right lines. But we shall listen with interest to what the House says
before finally inviting the House to approve the nationality Order. The White
Paper is a key step in the implementation of an agreement which was rightly welcomed by the people of Hong Kong and around the world as a significant
achievement. With the help of the House and of the people of Hong Kong we believe the nationality Order will come to be seen in the same light.
