teloping should be allowed at the
discretion of the Broadcasting Authority
and that this discretion should only be
exercised on condition that there be no
other advertising in the programme and that
the period during which teloping is
permitted does not exceed the permitted
advertising time.
Announcements of Public Interest
(j) in respect of both television and
radio, the Government should pay for
all APIs unless they are of an emergency
nature, or have a direct and genuine
public message, such as announcements
dealing with health, safety, social
welfare and registration of persons.
(k)
any dispute over what constitutes an API or
an advertisement should be resolved by the
Broadcasting Authority or failing that the
Radio and Television Complaints Tribunal. .
