Annex B
This Circular sets out the guidelines according to which Radio Relevision Hong Kong operates. It is based on a document endorsed by the Chief Secretary's Committee in May 1980, with a few slight amendments to take account of changed circumstances and to improve clarity.

Radio Television Hong Kong is the Hong Kong Government's broadcasting service. It is charged with providing, for the community of Hong Kong, sound and television broadcasting services:
(a) which inform,
(b) which educate, and
(c) which entertain.
It is implicit in this that RTHK's programmes should serve the best interests of the community and this involves reflecting fully the views of both the Government and the people of Hong Kong.

To fulfil this it is charged with:
(a) maintaining a consistently high
quality of balanced radio and television programming;
(b) giving emphasis to the production of
good-quality balanced and objective public affairs programming;
(c) providing minority services; and
(d) providing a two-way channel of
communication between Government
and the community.
4.
The Director of Broadcasting is responsible to the Secretary for Home Affairs for ensuring that a system of editorial control exists which results in fair, balanced and objective public affairs and news programmes. He will maintain close contact with the Secretary for Home Affairs who may suggest topics for coverage by RTHK.
