a change to section 22 of the Societies Ordinance could be made to remove the need for proof of the use of persuasion in the incitement, inducement or invitation of a person to become a member of a triad society [paragraphs 5.11 to 5.12];
an amendment to section 20 of the Societies Ordinance could make an offence of a deliberate act or series of acts or words that would imply to members of the public that the person was a triad member [paragraphs 5.13 to 5.16];
a scheme of police supervision, similar but milder than the now repealed Police Supervision Ordinance, could be introduced [paragraphs 5.18 to 5.32];
a new offence could be created for any person convicted of an offence under section 20 (2) of the Societies Ordinance which would prohibit the person from entry such establishments as vice, gambling, massage parlours, games centres, billiard saloons and others [paragraphs 5.33 to 5.37]; and
in order to permit triad members who see the light and wish to disassociate themselves from their former allegiance, a scheme of renounciation of triad membership could be introduced [paragraphs 5.38 to 5.49].
