Before going into any detail in relation to these various activities, it is important when considering legislative, administrative and policy changes to note that by no means all of these activities so classified are carried out as part of organised crime. Even those that fall into this category can be undertaken by newly formed syndicates whose activities will not present the same problems to the investigator as those which have been long established. District and Regional squads can deal with the lower level activities satisfactorily with the present law and
procedures. It is the sophisticated and large syndicates of long standing that are difficult to tackle.
VICE

Vice includes prostitution and pornography. Vice establishments include low class nightclubs, massage parlours, one woman brothels, apartment houses where prostitutes are provided, and what are commonly termed as "fishball stalls". Many of the one woman brothels are in fact controlled by syndicates and although occupied at any one time by one female have, in actual fact, a number of prostitutes performing shift duties.

Ownership of these vice establishments is often difficult to prove. The persons providing the finances often use two or three middlemen to hide their role. The actual managers may not even know who the owners are. It is therefore difficult to prove guilty knowledge. Unless these establishments are constantly raided by the Police they will continue to operate. Normally only the front-men appear in court with one or two of the prostitutes. The continual nature and the extent of the operations are difficult to prove. But, the courts do recognise the fact that if triad involvement can be proved then appropriate sentences will be handed down. Such sentences may act as a deterrent, but not for the real owners.

Some of the pornographic establishments now becoming very sophisticated using remote video recorders which transmit through a series of boosters to the cinema which is some distance away.

The last point to make on vice establishments is that there is evidence to show that in some cases women are forced into prostitution and are subject to severe physical abuse by their pimps and protectors. Drugs are
