not bound to consider any appeal forthwith, though it normally attempts to avoid unnecessary delays. The Board may in fact postpone its decision for up to 6 months and thereafter for further periods, with a limit of 2 years for the total postponement. This enables the Board to defer a decision in cases in which the grounds for banning are or may be temporary.

Film Producers Advisory Service

29. In addition to censoring completed films the Television and Films Division of the Secretariat for Home Affairs is prepared to offer pre-production advice to Film Producers. This is an entire- ly voluntary service. Scripts may be sent to the Commissioner for Television and Films for study and this can be followed by a dis- cussion with the producer and director of the film when appropriate advice will be given. Any such advice will not be binding on the censor who must make his decision at the time of the viewing of the finished product. But such preliminary discussion should go a long way to ironing out the problems of maintaining acceptable film standards. Further advice may be given if required during the production and editing of the film.

Changes in Policy

30. Any changes in Film Censorship Policy will be announced publicly and will be reflected in amendments to this Note for Guidance which may be issued from time to time.
