It is anticipated that the general public would support the Bill because the exclusion of children from films deemed not suitable for them will be enforceable under the law. The proposed film classification system would be welcomed by some mature cinema patrons, especially film enthusiasts, who are currently being deprived of the opportunity to see a film in its original form. public may express concern that the proposals may lead to a relaxation of censorship standards for Category III films, which will, in their view, erode the existing morality standards. Cinema operators are expected to accept the proposal with some reluctance as admission of underage patrons, whether it is intentional or by default, will subject them to prosecution by the Authority. There may be complaints about enforcement difficulties.

Some controversy is nevertheless expected over inclusion of censorship principles in the Bill, with particular reference to banning a film which 'incites hatred or contempt of the system of Government of Hong Kong' or is 'prejudicial to good relations with places outside Hong Kong'. A section of the media and film industry would argue that these provisions, although present in the existing 'note of guidance' smack of political censorship and should preferably be removed.

A detailed press release would be issued to explain the proposals. During the period of
