Clause 6 makes it an offence to exhibit any film not exempted from examination or not approved for exhibition by Film Censorship Authority.

Clause 9 concerns the principles of censorship. states that a censor shall examine a film to determine whether the film is or is not likely to be harmful to the public good. The censor shall also examine any accompanying soundtrack of the film. He may consult any person he considers necessary before reaching his decision in respect of the film. This provision allows for consultation with the public advisory group described in paragraph 2 above. Provision is also made for the prescription of fees for the examination of films.

Clause 10 stipulates that the presence of persons other than a censor when a film is viewed for censoring shall require the permission of the Film Censorship Authority.

Clauses 11 to 19 deal with the approval and classification of films. Clause 12 requires that if a censor, having taken into consideration the matters referred to in paragraph 12, is of the opinion that a film submitted is not likely to be harmful to the public good, he shall approve it for exhibition and classify it under one of the three categories described at paragraph 13 above. The classification shall be accompanied

Clauses 13 and 14 enable a censor to refuse to approve a film for exhibition totally or to record in writing the classification he would be prepared to give to the film if certain specified parts were excised.

Clause 15 stipulates a

certificate of approval, a notice of refusal or a notice concerning excisions to be issued to the person who submits the film for censorship.
