Police supervision scheme and prohibition
from entering certain premises

There were mixed views on these options.
Those in favour felt that the triad problem was so
serious that strong action must be taken and that
people should not be unduly concern about "individual
freedom" or "excessive power" given to the Police.
The supervision scheme would effectively monitor triads and the prohibition of young offenders from
entering the listed places could help them dissociate
from triads. Others expressed reservations on the
grounds that -
(a) some of the Police enforcing the scheme
would be connected with triads;
(b)
civil rights and personal freedom would
be jeopardized; and
(c)
the Police might abuse their power.
A scheme of renunciation of triad membership

This option was generally supported.
Councillors were concerned that
(a)
(b)
rehabilitation and assistance must be
provided to the ex-offenders so that
they could start a new life; and
protection should be given so that
those who had renounced triad
membership would not be forced to re-join triad societies.
