Ming Pao pointed out that laws in U.S.A. to

assist the prosecution were balanced by laws to

protect the rights of the accused and cautioned

against hasty adoption of the RICO Statute in Hong

Kong.

Options for tackling illegal gambling

The papers strongly objected to legalising more forms of gambling which would encourage gambling, provide more opportunities for triads,

including loan-sharking, and create more social

problems and broken families. It was suggested that

there should be increased fines and penalties for

illegal gambling and that gambling should be

discouraged by educating the public.

Options for tackling vice related nuisances

These were generally supported. Centre Daily News considered that heavy penalties of ten or

twenty years' imprisonment would effectively tackle the triad problem.

Options for tackling drug trafficking

These were also strongly supported by the

press. It was considered that the proposed fine of $40,000 for each month of imprisonment was not heavy enough for the head of a drug trafficking syndicate

but was too severe for lesser offenders.
