As with police supervision, there was a considerable diversity of views on this option. The
main concerns included: curtailment of civil rights and liberties; discrimination against triads leading
to problems of their re-integration into society; and
gathering of triads in other places not included
under the offence.

Some Members also considered that -

the Government should take more
stringent action against places of illegal vice and gambling activities
instead of prohibiting offenders from
entering them;
offenders should be allowed to enter
legal places of entertainment such as
billiard saloons, games centres and
Jockey Club premises; and
the use of pagers, which were legitimate
articles, should not be prohibited.
