This option was supported by three Members. One consideered it a useful means of arousing suspicion and distrust among members of criminal syndicates, thereby weakening their cohesion.

Amendments to the Societies Ordinance,

Cap 151 (Increase in maximum fines and

amendments to Sections 20 and 22)

Eight Members supported an increase in fines. Some expressed reservations on the options to amend Sections 20 and 22 of the Societies Ordinance

on the grounds that

(a) the amendments would not affect the

core triad members, but would catch

youngsters on the fringes; and

a separate offence comprising a series of acts or words implying triad membership would create enforcement problems and could give rise to abuse of power by the Police.
