a statutory mechanism could be

introduced to enable a tribunal to take evidence, in secret, on oath and thereby greatly assist in the investigation of criminal conspiracies involving triad societies [paragraphs 6.49 to 6.57];

prosecution witness agreements offering immunity from prosecution in return for the giving of full and true evidence at trial could be given statutory authority, enabling admissions made under the agreement to be used against the witness if he defaults [paragraphs 6.58 to 6.62];

the concept of ultilising task forces to investigate triad related criminal conspiracies could be introduced in Hong Kong [paragraphs 6.63 to 6.67]; and

whether or not there is a need for further study of the RICO Statute and the possible adaptation of it for use in Hong Kong [paragraphs 6.85 to 6.90].

Options for tackling illegal gambling more effectively are briefly dealt with in paragraphs 6.92 to 6.99. The options will be considered in detail by the administration in its general review of the Gambling Ordinance.

Options for tackling vice related nuisances are briefly dealt with in paragraphs 6.100 to 6.106. Only one option, the closure order scheme, is dealt with in detail in paragraphs 6.107 to 6.109. The other options need to be considered in greater detail before they can be taken further.

6.124 Options for tackling drug trafficking are dealt with in paragraphs 6.110 to 6.120. These options are being considered in parallel with this paper and are accordingly not dealt with in detail in this paper.
