by deleting "one thousand dollars and to

imprisonment for two months" and substituting the

following

"$1,000 and to imprisonment for

6 months".

10.

Regulation 14 of the principal regulations is

revoked and replaced by the following

"Exemption.

14. (1) The Registrar may exempt any

printed document from any or all of the

provisions of these regulations.

(2) Any person seeking exemption of a

printed document under paragraph (1) who is

aggrieved by a decision of the Registrar

under that paragraph may appeal to the

Governor in Council who may rescind, amend

or vary such decision.

(3) The right of appeal provided by

paragraph (2) shall not be exercisable by

any person after the expiration of 7 days
