The purpose of this memorandum is

to seek approval for the introduction of the Control of Obscene, Violent and Indecent Articles Bill, at Annexe A, into the Legislative Council; or for its publication for public information and comment prior to its introduction into the Legislative Council.

(a)

The Bill seeks

to repeal the Objectionable Ordinance (Chapter 150);

(b) to enact, in its place,

Publications

Control of Obscene, Violent and Indecent Articles Ordinance which will provide comprehensive legislative means to control obscene, violent, repulsive and indecent articles; and

to establish a judicial body for determining or classifying expeditiously articles as obscene, indecent or neither obscene indecent.
