9.
No person shall print or publish or act as editor of, or continue to print or publish or act as editor of, any news agency unless all the requirements of these regulations with respect to such news agency have been complied with.
10. The particulars furnished in accordance with the provisions of these regulations shall be kept by the Registrar as a news agency register or registers.
11. Any person may search and inspect any news agency register on payment of $1 for every such search and inspection, and any person may require an extract from any news agency register to be certified by the Registrar on payment of $2 for every such extract.
12. Upon the registration of any news agency, and upon the furnishing of any substituted particular, the Registrar shall dispatch by registered post a copy of the particulars or particular to each person named in such particulars or particular, addressed to the addresses or address specified in such particulars or particular.
13. No news agency shall be registered until it has made a deposit with the Registrar of $1,000 and paid a registration fee of $100 but any news agency making such deposit and payment shall so long as these regulations are applicable thereto be exempt from the provisions of section 7 of the Ordinance:
Provided that the provisions of subsections (2), (3), (4), (5) and (6) of section 7 of the Ordinance shall apply to the said deposit of $1,000 in like manner as if they had been herein incorporated. Upon each anniversary of the day upon which registration was effected and so long as registration is maintained a news agency shall pay a further fee of $100. A fee of $10 shall be payable on every occasion upon which substituted particulars are liable to be furnished under regulation 6.
14. These regulations shall not apply to any news agency which has ceased to be exempted from the provisions of the Newspapers Registration and Distribution Regulations:
Provided that in such event no part of the registration fee paid shall be refunded.
15. Any person who contravenes regulation 3, 5, 6 or 9 shall be guilty of an offence and shall be liable on summary conviction to a fine of $1,000 and to imprisonment for 2 months.
