This memorandum makes a recommendation on a refined proposal for the control of obscene and violent publications following further discussions with the Judiciary and consultation with Unofficial Members of the Legislative Council.

Background

On 26 November 1985, after considering memorandum XCC (85)156 (copy at Annex A), the Council advised and the Governor ordered :

(a)

that the Chief Justice's proposal described in paragraph 15 of the memorandum should be examined in greater depth in consultation with the Chief Justice;

(b) that soundings should thereafter be taken among the legally qualified Members of the Legislative Council and the ad hoc

group of Legislative Council Unofficials set up to consider this problem to ascer ta in there would be adequate support Legislative Council for the refined proposal;
