I attach copies of telegrams exchanged between Hong Kong, Port Louis and FCO about the fomer's proposal that Port Louis inform the Mauritian Government of the arrest by Independant Commission Against Corruption in Hong Kong of a Mauritian

passport holder who also appears to be a BDTC.

Consular Department has told me that, if the person concerned is indeed BDTC, there appears to be no impediment SO far as the Vienna Convention on Consular Relations i s concerned to the action proposed in Port Louis leing 40. EAD, for bilaterial political reasons, favour this ease.

I should be grateful for your views, by noon on 20 March, to enable us to meet the deadline in Hong Kong Telno 745.
