Since legal off-course betting was introduced in the 1973-74 racing season, the Club has introduced five

types of types exotic bets which offer attractive dividends for a relatively small outlay. The exotic bets are tierce (first in

tierce (first in 1973 and again in 1982), quartet (1973), double-quinella and six-up (1975) and treble (1976). In October 1978, the Club indicated that it had no plans to introduce further forms of exotic bets and this situation has not changed since.

It is not surprising that the Club is not too keen on expanding exotic bets as these have taken a progressively smaller share of the total betting turnover. In 1980-81, the proportion of exotic bets and standard bets was 20:80, and by 1985-86, was 15:85.

Of the standard bets, bets on quinella, win, place and double were 50%, 14%,

14%, 9% and 7% respectively of total betting turnover in 1980-81 compared to 52%, 18%, 10% and 5% respectively in 1985-86. This shows that quinella and win have continued to be the most popular forms of bets, and it is unlikely that this pattern will change much even if new forms of bets are to be introduced.

It is proposed that the present policy of disallowing any new forms of betting be reaffirmed.

(h) Assessment of betting turnovers

Table III below shows the increase in annual betting turnover during the period from 1980-81 to 1985-86, broken down by type of facility where bets are placed.

During the five years ending June 1986, the total annual betting turnover increased from $8,749 million, by $12,477 million (+142.6%), to $21,226 million, at an annual growth rate of about 23.8%.
