Hong Kong Japan Cultural Agreement

I have the honour to refer to the recent discussions

held between the representatives of the Government of Japan and

of the Government of Hong Kong concerning the supply of language teaching equipment (hereinafter referred to as "the Equipment") and funds for other educational purposes to

institutions of higher education in Hong Kong, and to propose

on behalf of the Government of Japan the following arrangements:

1.

For the purpose of promoting Japanese language

education and Japanese studies in Hong Kong, the Government of

Japan will extend to institutions of higher education in Hong

Kong, in accordance with the relevant laws and regulations of

Japan, a grant of up to

(hereinafter referred to as

"the Grant").

2.

The Grant will be directed to an institution of higher

education in Hong Kong to be designated by mutual agreement

between the two Governments, (hereinafter referred to as "the

designated institution"), to be used properly and exclusively

for the purchase of equipment, which will be products of Japan,

and of services necessary for the transportation of the

equipment to Hong Kong, and for other educational purposes as

agreed between the Government of Japan and the designated

institution.

3.

The Grant will be made available during the period

between the date of coming into effect of these arrangements

and

unless the period is extended by mutual

agreement between the two Governments.

4.

(1) The designated institution will enter into

contracts in Japanese yen with Japanese nationals or Japanese

juridical persons controlled by Japanese nationals, for the

purchase of the equipment and services referred to in paragraph

Such contracts must be verified by the Government of Japan

in order to be eligible for the Grant.
