POSSIBLE HONG KONG/JAPAN CULTURAL AGREEMENT

I think we would be inclined to do this by Memorandum of Understanding. That would require neither entrustment nor credentials. If, however, the Japanese want a legally binding document, then I would have thought the simplest form is an agreement, something on the lines of Mr Peirce's effort. If it is to be a legal document, however, we would probably need to issue, and the Japanese would probably insist upon, either an entrustment or credentials. I assume Hong Kong would prefer an entrustment.
2.
I see no reason why the Chinese should not be informed.
