I attach a reasonably self-explanatory draft letter to the British Council on which I should be grateful for your comments. You may prefer that the FCO should hold the fl million and disburse the interest. But as the capital sum is not to be touched, and as it would be improper to use the interest other than as proposed by Sir S K Tang, there would appear to be little benefit to HMG in doing so. We would of course need to ensure that the British Council were holding the money on trust for HMG, but this could be provided for in the covering letter which we (or HKD) would clear with you, and probably Legal Advisers.
