HONG KONG: SECONDMENTS FROM THE ADMINISTRATIVE SERVICE

You and I met Mr Shipley of the Hong Kong Government's secretariat on 18 July (and I will have a "courtesy" meeting with Mr Ford, the Secretary for the Hong Kong Civil Service, next week).

We confirmed that we would set in train arrangements for DHSS, DTI and the Cabinet Office (MPO) each to take one secondee for a minimum of one year, the secondments to start as soon as practicable after 1 October.

I mentioned to Mr Shipley that the secondees would need work permits, but it seems that their citizenship (UK dependent territory for the present) means that we will not need to wheel "aliens' declarations" into play.

The Hong Kong office in London will look after their welfare (the Commissioner Mr Alleyn will be put in the picture), but I said that we would be happy to keep an eye on them too. It might, for example, be helpful to bring them into the MPO for a day's initial briefing on the ways of Whitehall.

I will now give Mr Ford the contact points in the three departments, and alert the latter to expect a direct approach.
